Open Finance in Netherlands

The Netherlands implements PSD2 under oversight from De Nederlandsche Bank (DNB) and the Autoriteit Financiële Markten (AFM). Dutch banks, including ABN AMRO, ING, and Rabobank, have implemented XS2A interfaces using Berlin Group NextGenPSD2 standards.

The Netherlands benefits from one of Europe's highest internet penetration rates (98%) and a population with strong digital banking adoption. The iDEAL payment system, already widely used for online payments, provides infrastructure that complements open banking payment initiation services. Dutch consumers are generally comfortable with digital financial services.

The Dutch fintech ecosystem includes notable players like Adyen, Bunq, and Mollie, all of which benefit from PSD2's standardized API access. The Netherlands' position as a European financial and technology hub, combined with DNB's progressive regulatory approach, makes it one of the more advanced PSD2 implementations within the EU.
